I would like to suggest Gigabyte phones for you.
Phones from Gigabyte smart series are famous for windows mobile operating system and certainly those phones will run for your money.

I have Motorola Q 9h that has windows mobile 6 operating system and I am really happy with my phone. But it is not a Touchscreen phone as it has WM6 standard OS not professional OS. So check your taste before spending lots of money on any higher end mobile phone.
